With small populations and logistical challenges and cost of reaching them, they are losing out in supports to ensure they prepare for and can thrive in the climate emergency.

The Perpetual Ocean Foundation in Indonesian is Yayasan Laut Lestari Indonesia (YLLI)

Yayasan Laut Lestari Indonesia, or The Perpetual Ocean Foundation is a network of development professionals, brought together by a shared sense of urgency to support small island communities to prepare for the impact of climate change and the ongoing ocean acidification.

Bringing interests on Geology, Irza has passion in information technology, which eventually, became the place to pursue his career with YLLI in Aceh post tsunami programme then and WWF-Indonesia. Vina leads our communications team, bringing her experience from the London School of Public Relations and a career as editor, translator and project team lead in communications. Graduated from the Faculty of Letters of Indonesia – University of Indonesia, Oni previously served as Head of Administration at Pustaka Kelana (Mobile Library for Children) and as YLLI member of administration and secretariat in Jakarta and Aceh (1994-2007). Her career continued at WWF-Indonesia Foundation as Education for Sustainable Development (ESD) Officer (2007 – 2020)

Titia completed a bachelor’s degree in the Department of Anthropology, University of Indonesia. She is experienced in database creation and data processing in the post-tsunami YLLI Consortium Aceh-Nias Bangkit programme (2005 – 2007) for Data Entry of Fishing boat damages and losts, reporting on boat rehabilitation and Data Processing for Fishery Boat Census preparation with Min of Marine Affairs and Fisheries and FAO

She was YLLI finance manager and currently, serves as Director of Finance at PT. Adhikarisma Pratama and previously served as an Assistant Manager at Drs. Hadi Sutanto & Price Waterhouse Partners

Siswoyo experiences in the program activities coordination, both in planning and implementation. He was program director of YLLI. After graduating from the University of Indonesia’s Department of Archeology, he and his college friends founded Etnodata of the Cultural Etnomitra Foundation

Yando enjoys studying various fields of knowledge and participating in various training including Environmental Impact Analysis Training at the Center for Environmental and Human Resources Research at the University of Indonesia. He was YLLI R&D tenurial and “adat” researcher. He is involved in other activities as a writer in several scientific and general media

The focus of his interest is on various coastal traditions and cultures, especially indigenous people who preserve their ancestral culture, which he then formats in photos and written documentation for publication in the media. He was YLLI traffic manager, and with his college friends at University Indonesia together founded Etnodata of the Cultural Etnomitra Foundation

Head of Internal Audit Team

Sri Unggul graduated from the University of Indonesia in the field of Archeology, who later had a career as a journalist and traveled across the archipelago for his work with various media outlets. He was YLLI R&D member and published cultural books, and as curator organised arts exhibitions and festivals

We have two funds, the Green and Blue Innovation fund, that provides start-up loans for micro and small businesses and grants for social action. The second is the Women’s empowerment fund, which resources womens leadership initiatives. Empowering Youth & Women

Since 1992, YLLI has mobilised youth to lead on improving their communities. Youth were a specific group in the public consultation process for improved management of the Sangihe Talaud island district in the early 2000’s and YLLI introduced the Summer School approach to field learning in Nanusa in 2004, bringing 30 undergraduates from the East of Indonesian state universities to live and work with the nine communities,  mapping the status of their coastal resources each day and attending presentations and discussions each evening.
After the 2004 Tsunami, staff from YLLI supported the Panglima Laot, others joined the Red Cross mobilising hundreds of youth to lead community facilitation and recovery in Aceh. Subsequently working with Save the Children and SOS Children’s villages, the team has a broad spectrum of training and simple-to-use tools to facilitate youth empowerment, to build critical thinking and self-confidence and a sense of purpose to help in their communities.

Climate change adaptation, concrete action to minimise future loss and damage

YLLI brings experience of following the Red Cross Community Disaster preparedness, anticipatory action and climate change adaptation and mitigation. Combining youth mobilisation with qualified, experienced, professional engineers. YLLI will identify practical action that can be led by youth to make their communities safer, more prepared for increasingly intense and frequent storms and the risk of a catastrophic seismic event- earthquake or tsunami, by cooperating with BMKG for modelling and integrating Nanusa’’s plans into BPBD planning at district and provincial level

Sustainable Natural Resources Management, Agriculture, Fisheries, Clean safe water

YLLI staff have worked for USAID’s Natural Resources and Coastal Resources Management Projects, WWF, CI and the World Bank Marine Team. Fully understanding the challenges facing very small island communities, YLLI brings the bottom-up community led approach advocated for very small islands by Indonesia’s Ministry for Marine and Fisheries.

Blue and Green circular and low carbon development

Understanding very small islands dependency on diesel powered electricity, YLLI will build the capacity to manage Variable Renewable Energy and the supporting supply chain to ensure access to spares for repairs. The YLLI engineering team have expertise in design and installation of solar powered infrastructure and will support initiatives from youth to develop chilling and freezing technology to increase quality and durability of fish caught in Nanusa, demonstrating improved value chain capture. Electric engines will be tested and evaluated and the possibility for VRE rooftop power for vulnerable families to reduce their PLN bills will be piloted in Nanusa.
In 2023, the engineering team will develop a fully costed estimate of how to migrate energy provision in Nanusa from diesel to VRE and discuss with PLN and district government how the transition could be resourced using green and blue financing

Disaster Risk Reduction and Emergency Preparedness

Based on field experience of the delays in assistance reaching the islands off Aceh after the 2004 Tsunami, YLLI will introduce the Red Cross DRR and anticipatory approach to Nanusa. Training of youth to lead multi-hazard risk assessments, community mobilisation and first aid training, YLLI will invite each community to assess risk develop plans and undertake a simulation evacuation on an annual basis to increase their resilience and ability to self-recover after any catastrophic disaster.
